Responsibilities
- Strategic Leadership and Program Development
- Develop and implement the University’s strategy for non-traditional learning.
- Lead the expansion of ODeL, ETEEAP, micro-credentials, certificate programs, and other flexible learning initiatives.
- Identify emerging educational trends and technologies that support lifelong learning.
- Develop innovative academic pathways responsive to industry and labor market needs.
- Establish partnerships with industry, government agencies, professional organizations, and international institutions.
- Open Distance and e-Learning (ODeL) Management
- Oversee the planning, implementation, and evaluation of all ODeL programs.
- Ensure compliance with CHED policies and regulations governing distance education.
- Supervise instructional design, online course development, and digital learning delivery.
- Ensure course content meets academic quality standards and learning outcomes.
- Promote best practices in online teaching and learner engagement.
- Monitor student retention, completion, and satisfaction rates within ODeL programs.
- Oversee learning management systems (LMS) and digital learning platforms.
- ETEEAP Administration
- Lead the implementation and administration of the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP).
- Ensure compliance with CHED guidelines and accreditation requirements.
- Establish procedures for prior learning assessment and recognition.
- Evaluate and approve candidate qualifications and portfolio assessments.
- Work with faculty evaluators and academic departments in determining academic equivalencies.
- Expand ETEEAP opportunities for working professionals and adult learners.
- Ensure the integrity, transparency, and quality of assessment processes.
- Micro-Credential and Lifelong Learning Programs
- Develop short courses, professional certificates, digital badges, and stackable credentials.
- Collaborate with industry partners to design competency-based learning programs.
- Ensure micro-credentials align with workforce requirements and emerging skill demands.
- Develop frameworks for credential verification and digital certification.
- Establish pathways allowing micro-credentials to ladder into degree programs where appropriate.
- Continuously assess program relevance and learner outcomes.
- Academic Quality Assurance
- Ensure academic integrity and quality standards across all non-traditional learning offerings.
- Develop quality benchmarks, policies, and performance indicators.
- Monitor learner achievement, program effectiveness, and institutional impact.
- Coordinate accreditation and regulatory compliance activities.
- Lead program reviews and continuous improvement initiatives.
- Implement outcome-based education principles in all programs.
- Faculty Development and Support
- Recruit, orient, and supervise faculty involved in ODeL, ETEEAP, and micro-credential programs.
- Facilitate faculty training in online pedagogy, instructional technologies, and learner-centered teaching methodologies.
- Promote innovation in teaching and assessment practices.
- Evaluate faculty performance and instructional effectiveness.
- Encourage scholarship and research related to digital and lifelong learning.
- Student Success and Learner Support
- Ensure availability of academic, technical, and administrative support services for non-traditional learners.
- Promote equitable access to learning opportunities.
- Develop learner engagement, retention, and success initiatives.
- Oversee student advising, orientation, and academic support programs.
- Address learner concerns and continuously improve the student experience.
- Technology and Digital Transformation
- Champion the integration of educational technologies and digital innovation.
- Coordinate with Information Technology and relevant units to optimize learning systems.
- Evaluate emerging learning technologies and recommend adoption strategies.
- Ensure data security, privacy, accessibility, and system reliability.
- Support digital transformation initiatives within academic operations.
- Partnership and External Relations
- Establish collaborations with:
- Industry and corporate partners
- Government agencies
- Professional associations
- International educational institutions
- Training and certification providers
- Identify opportunities for grants, sponsorships, and externally funded educational projects.
- Represent the University in conferences, forums, and educational networks related to flexible and lifelong learning.
- Establish collaborations with:
- Budget and Administrative Management
- Prepare and manage annual budgets for non-traditional learning programs.
- Oversee resource allocation and utilization.
- Ensure operational efficiency and fiscal responsibility.
- Develop policies, procedures, and operating guidelines.
- Prepare periodic reports for university leadership and governing bodies.
Minimum Qualifications
- Education
- Required:
- Master’s Degree in Education, Educational Technology, Higher Education Administration, Instructional Design, Educational Leadership, Business Administration, or a related field.
- Preferred:
- Doctorate (PhD, EdD, DBA, or equivalent) in Education, Educational Leadership, Higher Education Management, or related discipline.
- Required:
- Experience
- Minimum of 8-10 years of progressively responsible experience in higher education administration.
- At least 5 years in a leadership or management position.
- Demonstrated experience in:
- Distance education
- Online learning management
- Academic program development
- Curriculum design
- Educational technology
- Continuing education or lifelong learning initiatives
- Preferred Experience:
- ODeL program administration.
- ETEEAP implementation and assessment.
- Development of micro-credential or competency-based education programs.
